Egyptian and Libyan importers buy Russian-origin sunflower oil for refining, bottling and food-industry use. This guide separates crude versus refined grades, flexitank versus other packing, FOB Novorossiysk versus CIF discharge, and the COA / RFQ detail needed for a firm 2026 offer.

Crude vs refined: what Egypt and Libya typically order

Crude degummed sunflower oil is bought by refiners who will bleach, deodorize and bottle locally. Refined (including RBD / winterized where specified) suits buyers that need ready-to-pack or food-plant oil without a full refining line. Bottled retail SKUs are a separate program with labelling and carton requirements.

  • State crude or refined (and any winterization / deodorization) in the RFQ;
  • FFA, moisture & impurities, phosphorus, colour and peroxide as applicable;
  • Food-grade and allergen / GMO statements if required by the importer;
  • Intended use: refining, industrial food, or retail bottling.

Flexitank and bulk packing options

Many Mediterranean buyers take refined or crude oil in flexitanks inside containers when parcel size is below a full tanker stem. Larger stems may move in bulk tanker or parcel tanker programs from Black Sea load ports. Confirm heating requirements, previous cargo restrictions and tank cleanliness standards in the SPA.

FOB Novorossiysk vs CIF Egypt / Libya

FOB Novorossiysk (or another named Black Sea oil terminal) places freight and usually insurance on the buyer after loading. CIF to Alexandria, Damietta, Misrata, Tripoli or another named port includes contractual freight and insurance to that port.

Do not benchmark a FOB Novorossiysk indication against a CIF Alexandria number without freight and insurance. Name the Incoterms® version and whether flexitank stuffing is seller’s or buyer’s scope.

Certificate of analysis (COA) and inspection

Agree the COA parameters and test methods before shipment. Independent inspection at loading (and, if contracted, at discharge) should cover quantity, sampling and the contractual quality clause. Retain samples per SPA. Claims windows must be realistic for Mediterranean discharge.
